Is Thermaltake SMART M450W a reliable psu, i can't find reviews.

Although Thermaltake does have a few PSU models that have been positively reviewed, the bulk of their models have not been reviewed and are not often recommended. About the only thing I could find about that model is it is made by CWT. I would personally steer clear of any model PSU that is not reviewed somewhere online. Personally, I'm going to recommend against it.

+1: The Smartpower series from Thermaltake are not a known good. Go with a PSU that is thoroughly tested and well reviewed. What are your system specs? Budget? Where are you shopping?

i buy from local stores not online, the specs i'm planning to build

Asus M5A78L-M LE
AMD FX-4100
Kingston 4GD DDR3 1333MHZ
Sapphire HD 7770 1GB
Western Digital 640GB Blue

I was going to buy SeaSonic S12II Bronze 520W but it's out of stock, the other 2 available that suits my budget are thermaltake and CORSAIR CX500 V2 80 PLUS PSU, but the corsair has lots of negative feedbacks on newegg

The CX500 is a good PSU and Corsiar has great customer service. If the Thermaltake isn't one of their Toughpower series PSUs, then I would go with the Corsair.

Yes, in most cases they are but... the tech savvyness of these "reviewers" is questionable at best and in many cases outright laughable. There are few (very few) objective reviews, many build mistakes passed off as faulty equipment (those are my favorites), and people who have only once opened their case claiming to be tech experts... actually, the Newegg "reviews" are tech humor at it's best.
