hi i want to buy a graphics card at rs 3000-3200 max for gaming.....my config is :
pentium dual-core e5700 @3 Ghz
2gb ddr3 ram
asus combo mobo
(the crappiest part)samsung syncmaster 591s 15" monitor(max resolution 1024x768,60Hz).

My question is :is there any minimum resolution/refresh rate criteria for graphics card?

i am thinking to buy either gt 520 or hd6450. any tips?

At that sort of budget, you might be able to get a HD5670 or HD5570,
both options will be faster than the GT520 and HD6450

What is your PSU brand and size?

It would be safe to get the 6670 and it is the highest card you can get and it will do some bottle necking in some games because of your CPU. Don't worry about your monitor all cards adjust.

don't get the 6670 get 5670 http://www.newegg.com/Product/Prod [...] 6814127600 extra 2-4fps isn't worth $20 more check this benchmark

plus my mobo has pci-e 2.0 x16 but 5670 requires pci-e 2.1 x16

you can run 2.1 on 2.0 no problem.

get at least a 5670 or 6570, either will be ok. the 6450 isn't much good for gaming.

the 5670 is a lot better but the 5570 is ok.
