Looking to build a new gaming rigg for the first time.HELP

LIke I said in the title I'm trying to build a Gameing pc on a budget and I really want to play elder scrolls skyrim flawlessly. I need a complete build from cpu to monitor all at a good price my budget Is a 1000 but I could go over a bit. A detailed list would be amazing. Thanks for the help.
