How much paste did you use? Too much paste can be just as bad as not enough. Also, check to make sure your heat sink is installed correctly and is firmly screwed into the MB. Finally, make sure your heat sink's fan is plugged in and spinning correctly.

wow something is terribly wrong with your cooling if you havent been overclocking and messing with the volts cos the highest i ever got mine, overclocked to 3.8ghz aswell was 70c with an pretty ordinary aftermarket cooler on it do your cpu a favour and spend 30 bucks on a coolermaster 212 even if your not overclocking (which you should do with that chip at the very least bump the fsb upto 333 and you dont have to give much volts till you get over about 420 fsb from memory) it will run silently unlike that p.o.s. intel cooler

BUT it does not cross 55 when im not playing games.
heat sink is perfectly installed. that of what im sure.
i want to upgrade my cpu to core 2 duo 3.03 ghz but i dont think intel have any scheme of it.

55 is still a bit too hot for normal use, unless you are editing movies or something. Overclocking is safe, but only with adequate cooling, which is something you obviously don't have.

As for over clocking your video card, grab the EVGA Precision over at evga.com and give it a whirl. Only go up a few MHz at a time and stay there for a bit to see where you are stability wise.

you can make your e5200 go quicker than that chip i know cos my at the time $89 e5200 was way faster overclocked than my friend c2d 8400 which from memory was around that speed and cost him close to 300 bucks. you need to get your cooling sorted out first before you can even consider this. like i said spend 30 bucks on a coolermaster 212 make sure its installed properly and your case as adequate ventilation then knock yourself with overclocking cos the chips are pretty much indestructible as long as you keep the temps in check and dont go crazy with the volts. i have never gone over 1.35v on any chip in that generation of cpus theres just no need cos by going higher your only gonna get an extra 100 or 200mhz over 1.35v in my experience and its not worth the heat, noise, power bill and slowly killing a cpu at 1.5v

I built my parent's PC around the E5200. Currently its clocked at 3.2 GHz, which really more than they need. Of course, at that speed its faster than the E8400, but keep in mind your still at a loss on cache. That and my E8400 is clocked at 4.0 GHz. Goodness, those C2Ds and Pentium Dual Cores certainly were awesome in their days. :D

But don't upgrade to the E8400. The E5200 is a great chip. Only worth upgrading if you are getting a Sandy Bridge or Ivy Bridge processor.

Download the latest Drivers form nvidia's site. After that do the following,

Download and install this :)
http://www.nvidia.com/object/nvidia_system_tools_6.02.html

You can very easily overclock your Geforce 210 with it....i used it on my Geforce 8400 and got a lovely 20% speed boost :D It also has an option top automatically find a stable OC for you :)
BUT BE WARNED, WITHOUT A PROPER CASE FAN THAT BLOWS LOTS OF AIR DIRECTLY ONTO THE HEATSINK, YOU ARE ASKING FOR TROUBLE....THE CARD WILL DIE IN A YEAR OR SO LIKE MINE DID!!!

FYI it's called a passive heatsink, cause it doesn't have a fan :)
That's why i suggested you buy a small case fan, around Rs.80/- or less, and install it as close to the card's heatsink as possible, so that it blows fresh air directly onto the heatsink :)
