Gaming Stutter/Frame skipping

My setup:
ASUS Radeon 6970 DirectCU II 2GB
Intel Core i7 2600K
ASUS P8Z68-V Pro Gen3 Motherboard
G.Skill Ripjaws 8x2GB
Corsair HX-850 Power Supply
Corsair Hydro Series H60 CPU Cooler
Corsair Force Series 3 60GB SSD
Seagate Barracuda 1TB X2
Corsair Obsidian 650D Case
Samsung Syncmaster BX2450
Windows 7 64 bit hm premium

I've been experiencing severe in game stutter/frame skipping so far on my new build, it happens on most games, I get great fps in every game I've tryed but it still occurs, battlefield 3 75+fps high/ultra settings, black ops consent 90fps, witcher 2 50+, mafia 2 130+fps but still stutters, I also gave css a try and although I get 250+fps in feels very jerky and in no way the amount of fps im getting. Ive tryed other games and they all get stutter. My temps on video card never hit above 65 degrees, cpu stays around 45-55 while gaming, and hdds never hit above 40. I have not overclocked anything yet, motherboard and video card drivers are all up to date, ive tryed a lot of different drivers, I am currently using the latest asus drivers for my video card.

Troubleshooting
Ive reformated windows(windows on sdd, 1 hdd is for gaming, other is everything else)
Tryed reinstalling games on different hdds.
Tryed different PCIE connectors in case the psu ones were faulty.
Turned of called hyper threading that apparently effects games.
Changed power settings on motherboard.
Everything is now default settings.

Any help would be much appreciated

Already done that on my first installation of windows, still had tons of stutter, don't think its a hdd/ssd problem.
