Question about water cooling

I was just wondering if the all-in-one cpu liquid coolers come with the liquid already inside and ready to go. or if i have to buy liquid and put it in myself. for example. The thermaltake WATER2.0 Pro.

I *think* they come with the liquid in. But don't quote me on that.
At least i think they come sealed.

They come ready to go, you just have to install them, they are sealed no maintenance units meaning the liquid is already inside.

I see how they are no maintenance but wouldn't it perform better to change the fluids out
