Question about water cooling

I was just wondering if the all-in-one cpu liquid coolers come with the liquid already inside and ready to go. or if i have to buy liquid and put it in myself. for example. The thermaltake WATER2.0 Pro.

  1. I *think* they come with the liquid in. But don't quote me on that.
    At least i think they come sealed.

    They come ready to go, you just have to install them, they are sealed no maintenance units meaning the liquid is already inside.
  3. Don't you have to change the fluids in it from time to time?
  4. I see how they are no maintenance but wouldn't it perform better to change the fluids out
