TX3 quiet?

I have a noisy stock fan that always runs on 4500 rpms and My Mobo BIOS can't fix it nor can speedfan.
I was look at a coolermaster TX3 and wanted to know if it is a quiet fan while running at max.

Barely any fans are quiet when they run at max.

Though there really is no difference for heatsinks when you have a fan running at a low RPM compared to a high RPM.

Just run the TX3's fan at a lower RPM for silence.

Should be quieter than your current fan because of lower fan speeds.

What is your current cooler?

It is stock for amd athlon 64 x2 4200+
