I'm buying a new heatsink because my Current one is too loud. My current one always ran at top RPM and could not be turned down on Bios or Speedfan because of my Mobo. I want to know that if I bought a new heat sink (cooler master tx3) Would it run at full rpms too or not?

If your motherboard doesn't have that options to control fan speed then the heatsink fan will just run at full speed. You might have to purchase a new motherboard if you wish to have this option.

a fan controller is a cheap option also
