I am considering purchaing a wheel for my new system and was wondering which you would recommend: (1) Logitech MOMO Force Wheel or (2) Act-Labs Force RS?

I use the Logitech Formula Force GP, and I love it. I would have gotten the Momo, but obviously costs a lot more. That wheel feels like the real thing. I can't comment on the Act-Labs wheel, but the Momo is considered to one of, if not the best wheel on the market.

Logitech in general has done really well with their wheels. They are accurate, smooth, and give the right amount of feedback to make the experience as realistic as possible. Every time I play Porsche Unleashed, it really shocks me when I think about how it feels. When you're in a tight turn, you can actually feel when the wheels are about to break out, so you always know when the max radius is to keep your line as straight as possible without hitting the guard rails. With the wheel, I got the best times I've ever had in that game vs using the keyboard.
