I have a Arris cable modem and D-Link DSL-2640B wifi router. Can I built a WiFi network in my house?

NO, since it is a DSL router it will not work with the cable modem.

you will need to buy a regular router like a Linksys E2000.

the only thing you could use the D-Link for is as a AP (Access Point) to extend a wireless network.
