Heatsink fan sporadically reports it's not spinning

I'm not sure if this is in the right category but here goes.

I'm using a Rosewill RCX-ZAIO-92 as my heatsink.

My case fan was a 80mm fan(maybe a 90mm). It is now a Rosewill RFX-120BL.

Irregardless of which fan was in there, EasyTune6 (gigabytes software) would report inter-mitten times when the heatsink fan wasn't spinning. As best as I could I would check to see if it was, and from what I can tell it was/is spinning. I changed the bios to disable the throttling of the sys and cpu fan to let them run at full tilt. When it's running it reports the cpu fan at around 2600 RPMs and the case fan at around 1800 RPMs.

Both fans sit fairly close with the air from the heatsink being pushed into the case fan(blowing air out).

To get around to my question, could the reporting problem be a software issue? Is easytune6 reliable? Could the inter-mitten issue have to do with the fans being close to each other?

I've noticed that when it does report that the cpu fan is not spinning there is no spike in cpu temp. I know that a cpu can fry in just a few seconds so I want to make sure i'm not hurting my cpu in any way. Should I get a heatsink that will throw the air toward the side of my case like the stock heatsink?

Are you using a gigabyte motherboard? Often vendor based utilities work badly on other vendors' motherboards, msi's afterburner being the exception to the rule.
I would worry except that you say the fan is visibly spinning so I would have to assume that the easytune software is unreliable, especially if temperature is uncorrelated. You should check the motherboard fan connections to be safe.

Easy tune never worked for me, even on my Gigabyte branded board. Just watch your max CPU temps and if they're normal than I wouldn't worry about it. If you really like Easy Tune, you could try reinstalling it, but I don't think that would fix it.

Also I use EVGA precision on a Galaxy card, I wouldn't say that most vendor utilities won't work on different companies products, just some of them don't but that's besides the point.
