D3dx9_34 dll is missing windows 7

[in desperate need of help]

ok here's the thing i need desperate help!!...i installed the sims 3 and it worked fine but my bro decided to format the laptop so i re-installed the game and now this message pop up everytime i enter the game sayin d3dx9_31.dll is missing an i tried everythin but nthn's workin....any1 out there can help me?
