Well, I've been playing Battlefield 3 on my 550 Ti, I've been noticing annoying stuttering since earlier on. The nVidia control panel is set to "Performance", and here's what MSI Afterburner shows:

It seems that it's only using about 60% of the GPU. I'm aware of a bottleneck, but it didn't seem to be this bad before. Any thoughts on what the problem might be? Also, I noticed that if I put the overclock too high causing a driver crash, the clocks will show and act like they are 50% stock speeds, and won't go back to normal.

Oh yeah, forgot to mention it.
Athlon II 445 x3 OC to 3.5GHz
8GB Mushkin Silverline 1333MHz
 
You likely have a CPU bottleneck holding back your gaming. Your GPU looks like it's hardly stressed at all.

Be sure to hit that 'Reset' button on Afterburner to get the clocks back to normal (~50 mhz at idle desktop).

I stated in the OP that there was a bottleneck I was aware of. It didn't seem to perform that bad before, and resetting to stock clocks doesn't make much of a difference.
