I7 2700K speed drops to 1.6 GHZ

Hi, I want to ask about something , it's really annoying me because i don't know why it happens everytime i turn on my pc

firt my components are :

PSU : Corsair TX750 Bronze

Processor : Intel I7 2700k

Processor COOLER : Noctua NH-U9D

GPU : Gigabyte GTX 670 Windforce Edition

Memory : 4GB X 4 DDR3 RAM (@1600 Mhz )

HDD : Western Digital 500 GB



my problem is the normal speed of cpu is to be run @ 3.5 GHZ, and it dedicates it on the bios...so after i enter to the windows , it still 3.5 GHZ till a short while , then drops to 1600 MHZ

is that normal ? if not , what to do then ?!

Does it go up again after you run a demanding program? My i7 860 throttles the CPU down to under 2GHz when it doesn't need the power and automatically increases the clock speeds to the maximum of whatever you set when it needs it.
