So basically, whenever i switch on my computer (not restart), my lower cpu case fan goes on an all out rage with loud sounds for about a minute and then goes back to normal after that. I was wondering what to do, should I cut it off or not? It's getting irritating. And Also, how do I cut it off? (noob here)

Either a fan replacement, or a BIOS change.

go into your asus bios and under fan profile. set the fan to silent...also check that you have the cpu warning slow speed set to 200 and not 600 rpm. the mb bios is maxing the fans out in-till the asus thermal software starts in windows. if the fans are connected to the mb and not to the power supply..adjust them in the bios. you may have to set it to man and have a thermal profile. also check that you have the newest bios..the last one for my sabertooth was for new fan profiles. the other thing i see is you could have a bad case fan or the fans over tighten to the case. try email the case vendor for a new fan or swap it out for a fluid filled bearing fan.
