Well, I've been having issues with my CPU fan. When I start up my PC after a longer period of time (maybe about 8 hours or more), my PC boots and then it goes to the American Megatrends screen saying CPU fan error and F1 to set up. I then restart the PC and then it goes to starting Windows normally (usually. There are instances where I was forced to restart 3-4 times). I was worried the first time that it wasn't working and my CPU would overheat but, the CPU temps were regular, from 26 C to about 34 C. On the ASUS motherboard bios, it is setup to ASUS optimal performance, the most right option in EZ Mode. I looked into the advance settings and sometimes it seems that CPU fan isn't running fast enough (less than 600 rpm). That happens but also the sometimes the CPU fan isn't even detected, even when in regular mode. So, my question is, what should I do? Is the fan faulty? Or is it that the ASUS motherboard is just demanding too much RPM?

Look for the smartfan setting in the hardware monitor section and calibrate your fan. I use quiet mode after I finish the calibrate option. You may also have a weak motherboard battery. The cr2032 "button battery" sells for $2-3 at many outlets. Even walmart or target may carry them.

Just out of curiosity. You should be able to turn off CPU fan monitoring, which would revert the fan to running full blast all the time. If you have a stock fan, its probably going to be noticeably loud, but the BIOS should leave you alone. Also, are you sure you have the fan plugged into the main CPU fan header?

I see. I just wanted to see if it was normal. I don't think any of my parts are faulty... probably. So, yeah I guess I'll just change the monitoring setting. I think my MB was forcing the fans to a higher RPM whenever I restarted, so I'll change that. Thanks for your responses.
