What is the best video card to upgrade the graphics on this pc? Would I need to upgrade psu as well?

CPU? Video card you have now? Or is it onboard graphics? Monitor resolution? Games you play and what settings are acceptable to you? Budget? We need as much info as you can give us.

You are going to be stuck with a pretty low end card with a 300w power supply. If you want a mid level card or better a new power supply will be necessary.

Ok here is a great power supply for $60.

That leaves you enough for a pretty good higher mid tier graphics card. If you want Nvidia the GTX 560 Ti and If you want AMD the HD 6950.

EVGA GTX 560 Ti. EVGA has the best warranty in the business and this card has their lifetime warranty. $235 after rebate.

As you can see here in the benchmarks the two cards trade blows depending on the game. The AMD is faster in some , the Nvidia is faster in others. You can compare other cards with this site's benchmarking comparison tool.
