Is it safe to get this 130 Watt CPU Cooler with this rig?

Cooler Master RR-910-HTX3-G1 130-Watt 92mm Hyper TX3 CPU Cooler for 775/1156/AMD/AM2/AM3

Yes it is - if anything, it will help cool the processor better then any other cooler. As long as it supports AM3 and you have the room for it, then its fine.

The 130 watt bit means it can cool 130W CPUs, it doesn't consume 130W if thats what you were asking.
