Maybe intel speed step is still enabled (underclocks CPU on idel).

This most likely isn't a bug, but rather a feature. Intel calls it Speedstep, and AMD calls it Cool N' Quiet, but the affect is the same. When idle for a set period of time, the CPU will lower its clock setting to reduce its power draw. So your CPU might register at a significantly lower clock speed, but as soon as there is work to do, it bumps back up to its original clock setting. You can turn this feature off in the uefi settings.

i turned speed step off and reset deffault overclock to down the clock to 3.5 but
the problem still occured the core clock is 1.6 in my desktob and goes to 3.7ghz sometimes and othertimes is 3.9 ghz .

If it really matters to you to have a max speed OC, go to Control Panel -> Power Options and enable the High Performance power profile.
