Cable box into Samsung S23A350H

I just bought a Samsung s23a350hd at Costco cheap! It has VGA and HDMI in. I have an old radeon video card in my pc with DVI and VGA out so I am keeping my old Dell 24" monitor on the DVI and using the VGA for the Samsung, to have dual monitors. Is it possible to plug my Verizon cable box HDMI cable into the HDMI port on the Samsung and toggle between the VGA and HDMI, so I can watch TV etc? The Samsung manual is primitive at best.

it is possible to convert vga to hdmi, yes. But the vga quality is very poor compared to the hdmi, and in the conversion probabily will lost more, so if you don't worry about quality, yes, you can do it.

Ummm... just change the input on the TV from HDMI to VGA.
