[Help] 6970 is over heating and its not running powerful anymore?

Hello I need help with my HD Readon 6970 It was running great when I got it less than 30 days ago and now recently it is

getting really hot right not it is running at 38C and I have the side of the case of with a big box fan blowing on it right now and I

am not running any games on it either I plan on getting a fan to go on top of the card if that would help but also It is losing

power some how like it use to run this simple game minecraft at 200FPS with max settings now with max settings it only dose

like 50 FPS and that is terrible for the money I paid for this card basically it lost power over night I was playing cod4 just fine then

I went to bed then school came back to find it to be lagging I usually use 125 fps but its only going to 70-50 FPS on cod4 its

terrible please help I have the newest drivers to.

Sorry forgot to mention that at the time I logged that 38 it had the case side of and an 24 inch fan blowing on it and the gpu fan was on 100% now its logging at 57 C which is 136 F Also I have been fooling around with tuneup utillites and put it in turbo mode and stuff could I have shut down my GPU power that way?

Yes I uninstalled all the drivers using driver sweeper and installed new ones and now I am getting an error with catalyst

(could not load file or assembly 'CL.Implementation' or one of its dependencies, The system cannot find specified.) IDK what to do?
