Screen image on monitor shifted down leaving black strip on top

Screen image on monitor shifted down leaving black strip along top and cutting off half of task bar at down side. Cannot adjust using monitor vertical settings and also by auto mode or graphics properties in Catalyst Control Center .

BUMP.

I'm having this exact same problem right now. Using Radeon 6570 HD.

Tried reinstalling drivers, same result.... a thin black bar on top, cutting the taskbar in half. Tried using the controls on the monitor and with the GPU's software.
