PC re-boots multiple times - Goes to Start normally or Startup repair

So a friend just added some new pieces to his rig, and whenever it turns on, it re-boots multiple times, loads the windows screen, and then says "Start normally" or "Setup repair". The repair doesn't seem to help at all, and the Start normally just causes it to re-boot again. The only way the PC stays on is if you're in the BIOS menu.

The components are:

Radeon HD 6950 2gb Twin Frozr III OC/power edition

650 Watt Thermal take PSU

6 GB RAM

1 TB HDD

It worked fine until we added the new pieces, which are:

i5-2500k CPU @3.30 GHz

ASUS P8Z68-V PRO/GEN3 MOBO

We've tried everything we can think of, any answers would help a ton.

After that a blue screen flashes and then it restarts

check if your bios is up to date for this new pcu and that the motherboard could use it
