I am into making my High-end HTPC.

My Proposed Project Spec Consists of:
i7 2600k
Intel DP67DE
2 X 4 Gigs of Corsair DDR3
1 SSD – Corsair 60GB (OS) & 2 x SATA – Seagate 2TB
Logitech Wireless Touch Keyboard K400
Creative X-Fi Titanium Fatal1ty Champion Series
Asus GeForce GTX550 Ti
Avermedia DarkCrystal HD Capture Station (C874)

I need suggestions & Advice on Graphics Card (My requirement is 3D over HD, Low end Gaming & dual monitor campatible) i need a Card which i don't want to upgrade it for sometime.

I agree with those recommending you stick with your existing graphics card. A low end gaming card like the GTX 550 ti provides more power for HTPC functions than cards designed for HTPC activities. The latter are generally low end cards with the latest apps to facilitate HTPC but you already have all that functionality in the 550 ti.

Note that all the cards on their list of recommendations are lower price cards that don't come close to matching the power of your 550 ti.

The upgradevideocards.com page includes a link to a 2 year old THG article reviewing the HD 5450 for HTPC use which you might find interesting on HTPC. You can use their charts to see how much faster your 550 ti is compared to the HD 5450.
