Fps is low. Think it might be cpu?

When i play GTA 4 i get like... 30 fps when i u sed to get 50ish sometimes high 40's. Ive also noticed that alot of MMOs ive been playing have slowed down immensely. I checked cpu usage when playing GTA and its 15ish. Shouldn't it be using more? Please help

plug in the power supply when gaming otherwise if defaults to a lowered power state.
