How to control speedstep/turbo and regular frequencies of the CPU

I'd like to have my Core i5 2500K frequency idle at 1600MHz
Regular freq. at 3300MHz
All other steps rounded.
Any help please

Thanks amuffin, I tried to disable spread spectrum to no avail.
Base Clock:100.0 MHz
The idling freq. is ~1584MHz
