Computer won't start

Hello,
My computer won't turn on...Last night my son put in a webcam. He said the computer seems to be looping so he turned it off. This morning, when I turn on the computer switch, the light inside will go green and I would hear a whirring sound probably the fan for about one second then will stop and then whirr again and so on.

What are your system components? Have you tried removing the suspect webcam?

It's always the last thing that you did to the computer that's the culprit for any problems , most web cams are usb so I can't see any reason for opening the case. You can unplug the web cam to see if that makes a difference and also there could be a conflict if a cd was run with an installation program but that should only affect windows and not the startup.
You can check the boot menue to make sure that the hard drive is still the first boot device and not the dvd rom.
You can also clear cmos or reset the bios to see if the bios has been affected.
