Fan controller suggestions?

I everyone, I'm looking for a fan controller that can turns my fans off. Here are the requirements:

It must be black
If it has leds they must be blue
4+ contollers
0-? RPM
1x 5.25" 3.5" (preferably 5.25)

No more than £30 please.

i have this one in my storm trooper--perfect for that case as the fan controller has a rubberised finish same as the case

can change the led colours to 5 different colours--including blue

dont think it can go down to 0 rpm though

The fact that it doesn't have a brand or detailed specs is kinda putting me off
