New system build diagnostic

Hey every one. I have need some help on what you think is wrong. First off its not really "new" Its a intel core 2 duo build.
Specs:
intel core 2 duo
2 gb ram
mb=gf705ov-m7 with onboard video
The psu works for sure i have tested. along with a working hd.
Now when i boot i have it as a test bench you know the deal and when i turn it on i just get a black screen..... Any ideas on what might be wrong?
