New video card very noisy

Hey guys,
I got this new EVGA GTX 550 ti video card, about a month ago, beginning of January. For the first few weeks, everything was fine. But lately, the fan would get very loud, at random times. I would be surfing the web, and all of a sudden, it would start roaring. I have checked it on MSI Afterburner, and while my fan usually stays at about 1200-1500 rpm, it jumps to 4300 at random moments, and stays there, but the fan speed still says 30%. For some reason, when I play games on my computer, like Skyrim for example, the fan will go quiet, even if it was loud before. So when I'm not doing much on my computer, the fan is loud, but when I'm actively using the graphics card, the fan goes quiet. Any solutions, or even explanations for what is going on here?

If you overclock the card (only by 1 or 2 mhz) it will force the clocks to stay at that speed rather than speed up and slow down (to save power)

also look for a bios/firmware update for the 550TI

do the same for your motherboard.
