$310 budget (but can go a bit higher if needed)
I prefer sites that accept paypal

I'm looking to build something that can play Skyrim on at least medium-high settings.

I'd like to reuse parts from my old pc to save cash.
Reusing and don't need: OS, Keyboard, mouse, monitor, dvd drive, hdd, ram (DDR3 1333MHz Unbuffered non-ecc), and cpu (Athlon II x2 260)
^ yeah, i didn't know what details to provide. Tell me if you need more info.

This is my first time buying parts so I'd like you guys to choose and recommend parts.

Here are some parts that I was looking at, but I have no idea if they are what I need.

Newegg lists the ASRock 970DE3/U3S3 as having 1 x PCIe 3.0 x16 Slot, but the manufacturer site says 1 x PCI Express 2.0 x16 slot (PCIE3 @ x16 mode)

Will it support a 2.1 or 3.0 v card?

If you go to the specifications link on ASRock's site it says (PCIE3 @ x16 mode) What does that mean?
April 18, 2012 9:28:14 PM

It means that on the board, when you number the PCI slots (1, 2, 3 ,4 ,5, etc.) the PCI-e 2.0 x16 slot is the 3rd slot. There is no meaning to it

oh, ok.

About that V.card you recommended. It requires a 500 Watt power supply while the one you chose was only 430W. Will it still work or would a more powerfull psu be needed?

I'm going to buy the parts on sunday so I got time to pick out the best I can get.

No it's fine. PSU requirements are usually more than you acutally need.
