Why is my strong PC slow?

Hey guys, I have a PC with pretty awesome hardware but it loads, downloads and uploads slower than a 4 year old dell laptop.

specs:
quad core amd phenom II
4 GB gskill ripjaw ram
TB HD
Win XP
Radeon 6570 G card

processor tests 3.0 Ghz, could it be I should upgrade to win 7 or 8 instead of win XP? For example, it is currently taking roughly 6 hours to download a patch for sc2, when it is normally supposed to take 15 - 60 min. It is NOT my internet connection, normally tests around 14 down and 3 up.

come on... be serious...

Upload/download speeds have nothing to do with hardware specs (in general)... The slowest PC can handle gigabit levels of data transfer.
So your problems is something simple...
I notice you dont details what kind of network hardware... presmably its ethernet? on your motherboard? whats th eMobo? and you go the right drivers?

Generally - you have got a LONG way to go to detail your specs etc and convince me to spend any more time thinking about this.

Run a pingtest; might be an issue with packet loss.
