How do you exit out of reboot and select boot device

My dad gave me his computer that he built and he told me to install the drivers on it. He didnt give me a disk or anything, I fially got it all set up and I turned it on and everything was working great, I download everything of my portable hard drive on it and everything seemed to be fine so I didn't download any drivers. The next day I turned it on and I got a black sreen with the message "Reboot and select proper boot device or insert boot media and press any key" I cant get past this screen and I have no idea what drivers are already on it or what needs to be on it. Could someone please help me out with this?

Do you have a non-bootable CD in the CD drive?

Do you have that USB stick or some other external hard drive plugged in?

Go into the BIOS and look at the boot order of the drives. If the hard drive isn't the first one, try making that the first one and see if anything changes.
