Is there a performance gain by using the amd fx cpu with a video card installed also?

Maybe..
FX cpu's do not have integrated video cards and what you can get integrated on a othbd is usually pathetic for anything besides basic office work.

So, as said, if you plan on gaming, rendering, encoding... anything capable of using the processing power of your gpu - then yes you will see a noticable improvement.
