It depends. I've found that some merchants like MicroCenter charge tax even if the state in question doesn't require it for online orders. (Which probably means they're doing something naughty)

Newegg and TigerDirect in my experience do not add tax, but you really should check your state's laws regarding the matter. You're on the wrong forum for that.
