Currently I have a AMD Athlon II x2 220 @ 2.8GHz, My GPU is a GT 430 and it doesn't really cut it with the newer games. I was looking at the GTX 550 Ti (http://www.newegg.com/Product/Product.aspx?Item=N82E168...) and I was concerned about a possible Bottleneck?
Thanks!

(I had an AMD Anthlon 640 with no bottleneck on that gpu either also at 3.0 ghz) :)

You might get an improvement for GPU based games, but even then I wouldn't hope for much. The CPU is going to hold you back quite a bit.
