Is there a way to force IE to save favorites to a different drive than
the C: drive?

I have mine on the E: drive.

I use "PC Magazine's'" COA (Change-of-Address) utility to change pointers in
INI files, shortcuts, and the registry after I copy the folder from one
place to the other.

TweakUI allows changing the location of several special folders, including
favorites.

Hi Martin,

Under TweakUI, navigate to My Computer > Special Folders and choose Favourites from the drop down
list and hit change location.
