Thermaltake smart 650 or cooler master gx 650?

i'm going to buy a new psu...i'm a little short on budget so im going for thermaltake smart 650W or cooler master gx 650...
between them which one is better performer?which one have better efficiency?
i need help with the concept of 'voltage regulation' and its effect on other pc components...

What system is the power supply going to be used in?

What is your budget? And can you only buy from Amazon?

I would take the Thermaltake Smart M650W before the Cooler Master GX 650W.

asrock z77 extreme4
sapphire hd 7850 OC edition
8GB 1600 bus RAM
5-6 silent fans
seagate 2TB 7200RPM HD

Don't skimp on the PSU....and avoid cooler master.

Also avoid thermaltake smartpower had a friend who got that and so far she is on her 3rd psu, they keep developing faults. She is now having problems with her current one same model.
