How do I get a video card for direct draw on Windows 7?

Why do you need DirectDraw? Chances are you already have it. If you want to check, type Dxdiag into the search box and hit enter. Hit the display tab and it will tell you if you have it. If you don't have it now, you can get any HD6000 card or GTX500 card and it would work

i was told that I need it to use Age of Empires correctly on windows 7. Is that not true?

All direct components to play Age Of Empires should be fine if you have a DirectX 10.1 or above support in your graphics card (Well almost all GPU has that now...) with latest driver.
