Please advice me the Best graphic card for heavy graphic work and the price. note that the OS is windows 7.

Nvidia Quadro series of graphics cards.

That's one big range of cards.... you can go from AMD FirePro to Nvidia's Quadro cards. The prices vary but they aren't cheap.....
Here's a listing of those cards on Newegg, they should give you a good idea of the prices depending on which part of the world you buy it from...

If you only can pay geforce like $250, get a 560 ti instead of cheap workstation cards in my opinion.
