My CPU usage is trolling me

I'm not sure if this is a normal operation of a CPU usage but here's the problem:

Whenever I open up Task Manager, I see my CPU usage spiking really high (40-50%). But after like a split second, it goes down to 0-5%

Yeah.. so that's it.. Is this normal?

Oh and also..

Once I close out of Task Manager and open it up again, I see the CPU usage spiking up again like before. Then after a split second, it goes down.

the cpu is being used to open up task manager i would think, hence the split second spike

That's the CPU usage spiking to open/close processes, same thing if you watch your browser open/close.

Uses as much CPU % as possible to get the job done quick.

yep it's normal mine goes up to 24% then right back down to 1%

Yup normal. My 6 core at 4ghz goes to 40% or so for a sec when opening task manager.
