Need Help Please!

Hey there tom's hardware community, recently my homebuilt system has been slowing down, programs are being unresponsive and multitasking has become harder than before. I have already reformatted it twice, once last year and once yesterday but it still lags. This system is probably 2.5 years old now and here are the specs if you're interested. Any help is greatly appreciated!

CPU is probably running out of steam keeping up with modern applications. Even simple programs such as web browsers have gained considerable weight over the past year or so.
