Core Duo T2500 running at only 1GHZ :(

So I got a laptop and it had some pirated Windows XP on it. I went ahead and installed Windows 7 Ultimate on the laptop and now the CPU which is supposed to run @ 2.00GHZ is only showing 1.00GHZ. Here's what I mean:

The laptop in question is a Dell Latitude D620
Specs are:
Intel Core Duo T2500 (supposed to run @ 2.00 GHZ)
1GB DDR2 RAM
Nvidia Quadro NVS 100m (Piece of crap)
When it was in XP, the CPU was running fine.
I can't tell if has a performance difference because the previous OS had viruses.

Yeah, I already thought of this. I fired up Firefox and streamed a video, I played Minecraft for quite a bit and played some Battlefield 2 but its still the same. Its not going past the 1GHZ. I monitored it every single minute while I was playing but it was still the same. Idle or full load, its the same :/

Still the same. :( It was on 'Balance' BTW.
 

How are the temps? It is strange to get stuck like that. AMD chips can get stuck full or min without the cool'n'quiet driver on older chips(and the setting called min power management on XP). but as far as i knew Intel always worked with windows own power management options(even under XP).

Chipset driver? Windows update doesn't tell anything about it :/
Will try to search online...

EDIT: Search online and downloaded the chipset driver for Vista 32-bit even though I use Windows 7.
The thing is that it worked! Its showing 2.00GHZ now!!!
