Intel Core i5 turbo mode while idle?

Hello all, I'm currently having a dell notebook with an i5 processor @ 2.30 GHz and it can rise up to 2.90 GHz in turbo mode. The problem to me is that the turbo mode always kicks in when I'm not running any programs (browsers, games, etc.) and CPU usage is around 25% (40% with browsers), which I have never experienced since I purchased the laptop. Moreover, it gets weird when turbo mode is not activated during gaming and the processor is @ a constant 2.30 GHz.

I wonder if I should format my laptop to solve this situation.
