If the GPU wasn't properly seated, it just wouldn't work and therefore shouldn't draw any power (or short anything out). Anyway, my original comment on it stands. Not properly inserted just means that the card shouldn't even be active to be able to do any harm. I suppose it's possible, in one of those strange "never really happens" occurrences, but I really don't think so. What made you ask this question? Yeah, I doubt the GPU not being correctly installed/seated had anything to do with that.
