Start-up problem after putting AGP card

Hello,

Recently, I bought an AGP card (http://www.newegg.ca/Product/Product.aspx?Item=N82E16814187045). After installing it, often the computer either restarts during the start-up process or immediately afterwards the computer freezes and restarts. This happens twice or thrice after which the computer becomes stable. Once the computer starts to work properly, it does not shut down. So, I removed the card. After removing the card, there is no problem with the start-up of the computer. Does the above mean that the card is not working properly? Also, if the problem might be related to the power supply, my PSU is Orion P4-485.
 
Either power supply or video card, will need to test both. That card has low power requirements, I'd test the card in another PC first. If that works, try a different power supply in your PC.

Could be the AGP port also if both power supply and card look OK.
