Would the HD 6790 be able to play Skyrim at high to max settings/mixed @ 1600x or 720p?

It may, depending on the rest of the specs of the computer. With a fast CPU, it should. Maybe not max, but on high, with good enough frame rates.

yes it would, but bear in mind the above statement of cpu power as well; it is pretty draining to run for a cpu so if your cpu is lacking the card would be bottlenecked into not running as it should

The cpu is a G620

if you can give it an overclock that would be best; if not then you still will be able to run skyrim, but at medium most likely with a bit of high. either way it will be a great experience for you; they also patched the game recently and optimized it a bit so it isnt AS cpu demanding but it still is constrained a bit by the cpu.
all in all you will still have a good experience, and with that cpu i wouldnt go much higher than the 6790 on the graphics anyhow. if youre playing on a lower resolution then you will be able to run everything pretty well
