Stuck at ASRock splash screen

Hello, [strike]i get stuck at this splash screen everytime i start my computer up,[/strike] sometimes the screen just stays black forever forcing me to restart it. Also my both usb keyboard and mouse do not work. The screen stays black from start up.
How can i fix this problem?

Are you referring to the Windows splash screen or the motherboard/BIOS splash screen? If the prior, see if you can boot to Safe Mode. Tap F8 at boot up.
If the latter, tap DEL at start up to see if you can enetr BIOS.

Some motherboards (like my Gigabyte Z68) have a fit if you have an external HDD plugged in before you install Windows.

Go into BIOS and make sure the boot sequences are correct for your setup.
