Brand New Coolermaster PSU not working

So I just got all the parts for the new PC I'm making, and today I put it all together. I've got everything in its right spot and all the cables and in their proper places, but when I tried to turn it on absolutely nothing happened. The PSU didn't even start up. So tried the paperclip trick and even my case fan wouldn't run. Is it dead? Or is this user-error?
