  2. I would advise using a calliper rather than a ruler, but why would you possible need to measure them?
  3. Normally with a capacitor the important dimensions you'r elooking for are the capacitance (Farads F/mF/uF/pF) and the maximum operating voltage (V).

    Standard diameters are in 2.5mm increments while standard heights are in 5mm increments which makes eyeballing with a ruler fairly error-free.

    Often, PCB layouts have enough clearance around capacitors to accommodate one size bump both ways, though it may be a very tight fit.
